The short answer

Your town charges a fee for the use of its land by the wires and pipes. It is usually a percentage of delivery charges. Calgary and Edmonton also have set local access fees. The fee is the same whichever retailer you choose.

On a typical month it adds from about $0.69 to about $22.34 to an electricity bill, and from about $1.88 to about $38.63 to a gas bill.

How we work out the dollars

A typical home uses 600 kWh of electricity and 9 GJ of gas a month. We use today’s delivery charges and default rates, with GST. The fee’s share is the difference between that bill with and without the town’s fee.

Questions people ask

Does switching retailer change my local access fee?

No. Your town fee stays the same for the same address, energy use and billing period. The delivery company collects it through your retailer. A different energy plan can change other parts of the bill, but it does not remove this municipal charge.

Why is my town's fee different from the next town's?

Each municipality sets its own fee for the use of its land by wires and pipes. Delivery companies also use different fee methods. A percentage can apply to different charges in different areas. Compare the dated fee schedule for your own town and delivery company.

Who decides the fee?

Your municipal council sets the local fee through its arrangements with the delivery company. The published schedule explains how that fee is collected on utility bills. Your retailer passes the charge on to you. Ask your municipality about its fee and your delivery company about the calculation.
