A new Alberta home needs a delivery company connection and a retailer account. The Utilities Consumer Advocate (UCA) says the owner is responsible for setting up and paying for utilities.
The owner, or a builder with written authorization, applies. The delivery company issues the site ID. Call a retailer to enrol it and request the meter.
The owner arranges the new connection
The owner is responsible for setting up and paying for utilities, says the UCA. A builder needs written authorization, so keep the signed form with your site plans. Where you live sets which company brings power to your home. Use our guide to delivery companies and retailers to tell the roles apart.
Ask the power company how to apply, then enrol the site ID with a retailer. FortisAlberta asks for proof of land ownership or signed Third Party Authorization. EPCOR lists a third-party authorization form with its application.
ATCO Gas takes service line requests through Quick Connect. Apex Utilities takes new service line applications online. Those applications arrange the physical gas line, separate from your monthly energy account.
The delivery company creates the site ID
The delivery company creates the site ID for a new service; you do not make up the number. EPCOR creates it after receiving the Edmonton electrical permit. ENMAX Power has a Get a Site ID form. Give the number to your retailer before asking for a meter.
For FortisAlberta, call 310-WIRE (9473) for the site ID. ATCO Gas puts it in your request details under Related, then Site ID Listing.
ENMAX Power says to allow up to 48 hours (read 30 October 2026) [source] for the new site ID to reach retailers. This is not a construction or meter installation time.
Our site ID guide explains the number and where to find it once you have bills.
Pick a retailer once the site ID exists
Pick and call a retailer once the site ID exists, before you need power. ENMAX Power and FortisAlberta say the retailer requests the meter. Enrol the number and ask for the start date. A connection application alone does not open the energy account that pays for your use.
Use our plan comparison guide to compare full fees and terms before you enrol.
The UCA says a default retailer can set up an account immediately. That does not finish the physical connection. You can move from a default rate to a competitive rate without penalty.
The UCA gives competitive retailer setup a range of 10 to 90 days (read 31 October 2026) [source]. It advises calling at least two weeks (read 31 October 2026) [source] before taking possession. Get the connection application moving early so you can enrol the site ID in time.

Company steps before the meter goes on
ENMAX Power and FortisAlberta require a retailer account before they install the meter. EPCOR and ATCO Electric also need the retailer’s request before power starts. The gas companies have their own meter forms. Match the application and meter steps below to the company serving your address.

The account holder pays the first bills
The UCA says the account holder pays all charges, even without a bill. The property owner is responsible for setting up and paying for utilities. Late setup may lead to a catch-up bill or service disconnection. Ask your retailer how the first bill will arrive and when to expect it.
The UCA says a retailer may ask for a deposit. Ask whether setup fees are due before service or on the first bill. Keep the connection quote or contract apart from your monthly energy bills.
Use the general utility moving checklist for move dates and account details. Buying or selling a home as well? Read utilities when you buy or sell a home. Ask the retailer about a bill that has not arrived. Once your first power and gas bills arrive, use the bill check below.
