In Calgary, ENMAX keeps billing your City water, wastewater, stormwater, and waste and recycling when you switch electricity or gas retailers. The City contracts ENMAX to handle billing and customer care.
In Edmonton, EPCOR provides water and wastewater services, and its water bills include City waste collection charges. Encor electricity and natural gas can share a bill with EPCOR water and wastewater.
What is on a Calgary utility bill?
ENMAX bills these services for the City: Calgary City services billed by ENMAX include water, wastewater, stormwater, and waste and recycling. Stormwater and waste and recycling use set monthly fees. (read 22 October 2026) [source]
ENMAX’s billing role does not mean you must buy energy from ENMAX: ENMAX is Calgary’s contracted customer care, billing and meter reading provider. (read 22 October 2026) [source]
If I switch my electricity or gas in Calgary, what changes?
The energy service you switch moves to the new retailer. You get the new retailer’s bill for that energy and still an ENMAX bill for City services.
If you move both electricity and gas to one new retailer, expect that retailer’s energy bill plus ENMAX’s City services bill. If you use different energy retailers, each will bill its own service.
The reason the City bill stays is explicit: ENMAX bills Calgary City services regardless of which company supplies your electricity or natural gas. (read 22 October 2026) [source]

What is on an Edmonton EPCOR bill?
The water services and waste collection charges are listed together: EPCOR provides water and wastewater services in Edmonton. Water service bills also include City of Edmonton waste collection charges. (read 22 October 2026) [source]
The City confirms the waste billing arrangement: Edmonton residents pay a monthly waste utility rate on their EPCOR bill. (read 22 October 2026) [source]
An EPCOR bill can also include eligible electricity and natural gas services. Check the service headings on your own bill.
If I switch my electricity or gas in Edmonton, what changes?
Encor offers a same-bill option: Encor electricity and natural gas can be on the same bill as EPCOR water and wastewater services in Edmonton. (read 22 October 2026) [source]
Can I stop the water bill while my home is empty?
For Calgary water service charges, an empty home is not enough: Extended vacancy does not qualify for pausing water, wastewater and stormwater service charges. (read 22 October 2026) [source]
This rule covers service charges even when you use no water. See our guide for landlords and empty or seasonal homes for energy account questions.
